Newly appointed Sri Lankan Air Force Commander is keeping his tenure extremely busy as he finding the ways to correct the paths went wrong within the institute in last few decades. But, it is unclear how is he going to accomplish his cause correction mission.
Recently, according to reliable sources, he was in South Korea to attend the Korean-expo where he met a group of representatives of JSC Rosoboronexport, the sole state intermediary agency for Russia's exports/imports of defence-related and dual-use products, technologies and services and JSC Russian Helicopters, a helicopter design and manufacturing company in Russia.
Subsequently, his visit to South Korea he was delighted to see an invitation from Russian to visit Moscow and other places.
Therefore, “Air Marshal Dambure Liyanage Sumangala Dias, 17th Commander of the Sri Lanka Air Force is now planning to put his feet on Russian soil from 3rd November to 8th November,” reliable sources said. Air Commodore Kithsiri Leelarathne will be accompanied by the commander during this visit.
According to the sources, the commander and his colleague are scheduled to meet the representatives of JSC Rosoboronexport and JSC Russian Helicopters as a pending project of overhauling one MI17E helicopter is on the queue. "Russians have many more to offer the Air Force head," sources said.
Meanwhile, unconfirmed sources indicated, that the commander was kind enough to change the relevant clauses in some tender bidding documents to have an exclusive opportunity to JSC Russian Helicopters, though the company was never helped in overhauling any type of helicopter on Sri Lankan soil.
Thanks to newly appointed Air Force Commander, he has changed a clause of one tender bidding document titled “Capital Overhaul of SXX XXXX (XXXXXXXXX) MI17E Helicopter of the Sri Lanka Air Force”, as follows;
“ 1.1. It is mandatory that the overhaul facility has [sic] the approval to perform Capital Overhaul/Repairs/Modification of Mi-17E helicopters by the Mil Design Bureau or the OEM. Valid approval Certificates are mandatory to be forwarded during bidding”.
“This will create a monopoly,” reliable sources in the industry expressed the concern.
