Pakistani forces committed gross violations’ of human rights in Balochistan in 2012

 ( January 2, 2013, Baluchistan, Sri Lanka Guardian) Balochistan remained a breeding ground of killings and dumping of common political workers in 2012 with brutal force involving indiscriminate air and artillery assaults on residential areas and apparent targeting of civilians, and torture, which constitute war crimes and crimes against humanity, pushing the political confrontation into an internal armed conflict.

The Pakistani forces increasingly conducted offensive operations against Baloch civilian and political workers in 2012. Military intelligence (MI), Inter Service Intelligence Agency (ISI) paramilitary forces with the help of Pakistan army have carried out serious abuses like kidnapping, torture, and what appear to be extrajudicial executions of common Baloch civilian in 2012. The spread and strengthening of fighting have led to a dire humanitarian situation with hundreds of thousands internally displaced or seeking refuge in European countries.

According to Human Rights Commission of Pakistan (HRCP) Pakistani paramilitary forces and law enforcement agencies have committed “disgusting violations of human rights" since Baloch insurgency intensified.

The Human Right Commission of Pakistan (HRCP) report on Balochistan estimation was based on interviews with more than hundred victims and witnesses, but observers were not allowed access to some areas like Dera Bugti (The native area of late Nawab Akbar Khan Bugti crushed in a military operation in August 2005) Kohlu, Khuzdar and some other restive parts of the province, the report said.

Earlier a year, the Human Right Watch and London based Human Right defender Amnesty international estimated that government forces had killed at least 350 civilians after abducting them.

According to the report revealed by HRW entitled as “Pakistan: Upsurge in killings in Balochistan “said that “since January 2011, at least 150 people have been abducted and killed and their bodies abandoned - acts widely referred to as "kill and dump" operations, in which Pakistani security forces engaged in counterinsurgency operations may be responsible” report also called upon the government of Pakistan to immediately act to end the epidemic of killings of suspected Baloch militants and opposition activists by the military, intelligence agencies, and the paramilitary Frontier Corps in the southwestern province of Balochistan.

"Even the cold-blooded killing of human rights defenders and academics has not moved the Pakistani government to seriously investigate, rein in, or hold the security forces to account in Balochistan," said Brad Adams, Asia director at Human Rights Watch. "The government's failure to open a credible investigation into the killing of someone as prominent as Saba Dashtiyari only adds fuel to the fire of anger and suspicion in the province." Report added.

Pakistani government has consistently blamed Baloch freedom fighters for the violence and said security forces are protecting the people but the truth was unveiled after Supreme Court of Pakistan October 2012 interim order which clearly said that there was enough evidence of government agencies’ involvement in unconstitutional activities in Balochistan like extra judicial killings, abducting of common political workers and executing human right activists.

Paramilitary forces personnel with the help of Inter Service Intelligence Agency routinely carry out summary executions of persons accused or suspected of crime; rely on torture as a principal means of investigation; even committed rape of both sexes, with; and engaged in extortion at nearly every opportunity. Baloch civilian told us.

In the last days of December 2012 the Pakistani army attacked and searched homes in the southern west district Awarn of the restive province and the nearby Mashkey village on 26 December morning, kidnapping 21 civilians, and Baloch sources reported. 7people were kidnapped when the army attacked Mashkey village, among them two women were included. Pakistani military forces fired hazardous gases into citizen’s homes in district Awaran in December 28th night and earlier wreaked havoc in a nearby village.

Witnesses said Pakistani military forces during petrol in District Awaran  fired rocket launchers at Baloch people homes and burnt houses of people and damaged homes of the people.

They said that soldiers escorting the march fired teargas and sonic bombs at Baloch populated areas that retaliated against the forces provocations.

Meanwhile they closed the main road in the village and blocked hundreds from heading to their fields.

Local sources said that the soldiers demolished many houses and cultivated land after killing 31 common civilian.

The residents condemn the destruction streak, and appealed to human rights groups including European Union, America and International Community to expose the Pakistani forces crimes in Balochistan.
