Statement by H.E. Mr. Dian Triansyah Djani Permanent Representative of the Republic of Indonesia Explanation of the Vote before the Vote
( March 24, 2012, Geneva, Sri Lanka Guardian) On Draft Resolution on Promoting Reconciliation and Accountability in Sri Lanka
Madam President,
It is with deep regret that my delegation is not in the position to support the draft resolution
A/HRC/19/L2 on Promoting Reconciliation and Accountability in Sri Lanka. This is due to the failure of the co-sponsors, as represented in this particular initiative in the Council, to response in a constructive manner to the well-intentioned national process of Sri Lanka to address the issues in question.
We are of the view that the efforts made by the government of Sri Lanka to implement the recommendations of the Lesson-Learnt and Reconciliation Commission (LLRC) report is not
without shortcomings.
It is not without imperfection.
Nevertheless, we firmly believe that it will provide lesson-learnt and therefore it will have capacity building impacts for Sri Lanka. My delegation believes that the on-going national process in Sri Lanka needs nurturing and encouragement from the international community, including the Human Rights Council, in order to provide condition conducive for more and continued progress to be made. At this juncture, perhaps we can say that less can be more.
Madam President,
We understand the legitimate concern of the international community over the issue of reconciliation and accountability relating to the civil war in Sri Lanka from 1983-2009. Likewise, it is my delegation's strong hope that the Government of Sri Lanka will continue to do its outmost in ensuring that this national process is credible, taking fully into account of relevant human rights principles.
We also genuinely hope that it will deliver tangible results, as expected by the Sri Lankan people.
In this regard, my delegation welcomes the establishment of the 'road map' for the implementation of the LLRC recommendations, which, among others, includes the establishment of dedicated High-Level Committee under the auspices of the President.
Finally, Madam President, my delegation would also like to urge the Government of Sri Lanka to continue its engagement with international community by, inter alia, sharing updates of the follow-ups on this pertinent process and accepting proper technical assistance in the field of human rights.
