The Administrative Officer J.D.C Jayasinghe is a Disgrace to the Public Service

(July 06, Colombo, Sri Lanka Guardian) A senior administrative officer accused of rape and child molestation had been appointed to a high position in the development lotteries board which comes under the Finance Ministry. Following the unrest and protest by the employees the said officer was given a transfer to another ministry recently.

JDC Jayasinghe alias Javigodage Don Charles Jayasinghe also known as Muddaragama Kukul Charlie was accused of raping a young woman named Maldeniyage Priyadharshani from Opatha Minuwangoda. Priyadarshani was promised a job in the Minuwangoda hospital by the accused when he was working as a senior administrative officer at the Ministry of Health and then raped her in 1999. After the forcible rape the victim had made a complaint to the Muddaragama Grama Niladhari Mr S.A Jayathissa and then to the Mirigama Police. However JDC Jaysinghe was able to influence the Grama Niladhari and the Mirigama OIC Darmasena Ratnayaka and the complaint was not accepted by the Police.

As a result of injustice, humiliation and constant threats from JDC Jayasinghe the victim Maldeniyage Priyadharshani committed suicide and the rapist was able to escape without any charges. Although Mr P. Pathiranage and Mrs Kamalini Wijthilaka of the Centre for Women’s Research (CENWOR) took effort to bring this case to justice Grama Niladhari S.A Jayatrhissa refused to give evidence.

There were many complaints against JDC Jayasinghe and recently the the Principal of Gampaha Rathnawali girl’s school Mrs A.H.A Jayawardane informed us that she had to confront with Mr JDC Jayasinghe when he inappropriately touched a young school girl at the college premises. The Principal Mrs AHA Jayawardane had warned Jayasinghe for touching the school girl with sexual intentions and reprimanded him.

In addition to these allegations Mr JDC Jayasinghe was charged with financial fraud when he was attached to the Ministry of Environment says Mr Rathnadasa Millawitiya – a former senior office of the Ministry of Environment . According to Mr Rathnadasa Millawitiya following these financial irregularities the Minister Mahinda Wijesekara removed JDC Jayasinghe from his ministry.

Mr Millawitiya further says that regardless of these wrongdoings JDC Jayasinghe was able to survive in the Public Administration following the political backing.
