This is what the Government Agent of Jaffna Mrs Imalda Sugumar is finding hard to achieve. She is entering into un-chartered territories to please the government out of the way. In this process, she is even selling her sub conscience to touch on issues that are deeply hurtful to the people whom she is working for as the senior government official of Jaffna.
Mrs Imalda Sugumar is proving to be a real asset for the government. When you speak to the government ministers and the officials, there is full of praise for her courage. The courage that is embedded with foolishness and corruption! When the government plays the distasteful tune of its own, she will dance fearlessly, even without the shame of not synchronising her steps to the tune. Unfortunately, she does not realise her maverick Yakka dancing is only haunting the people she is serving.
After all, she is contractually, the agent of the government to manage the northern administration. But unfortunately she is overstepping the read-line and making insensitive political statements to cover up the dastardly deeds of the government.
Beyond her pathetic administrative skills, she has made two rancorous statements to cover up and to justify the government’s conduct. She publicly claimed that there are no High Security Zones (HSZ) in the Jaffna peninsula when acres of habitable and arable lands have been occupied by the military, based at the Palaly camp for many years.
Mrs Imelda Sugumar is a regular visitor to the Palaly Army camp to deal with issues and highly regarded by the army for her loyal service. Anyone visiting Jaffna will know the scale of the army’s presence and the extent of the lands forcefully occupied by them. Jaffna is ruled by the government at a ratio of one army for every three citizens of Jaffna. Imelda is responsible for the public administration and without pleasing the army and the paramilitaries she cannot hold on to her position.
Contrary to the claim of the GA Imelda: ‘The government says it will continue with High Security Zones (HSZ) in the North to maintain security and in the absence of State land the government will be compelled to use private land situated at strategic locations for this purpose. Responding to a question posed by a journalist at the Cabinet press briefing today Media Minister Keheliya Rambukwella said that when the US has military bases overseas for security purposes Sri Lanka has a right to have security zones on its own soil to maintain security. However in April this year EPDP leader Douglas Devananda assured that gradually all the High Security Zones in the Jaffna peninsula will be removed as there is no more a security threat. Speaking to Daily Mirror online Devananda had recalled that President Mahinda Rajapaksa also has a vision for the people in the Northern Province to experience the same freedom as experienced by the people in the South’ (Daily Mirror : 15 July 2010). Since July 2010, no major efforts have been taken to hand over the occupied lands to the due owners. Why did Imelda Sugumar make her outrages comment on this to test her credibility of holding such a responsible position for the government?
The very same Imelda was in and out of the LTTE administration when they were in control of Vanni and was very careful not to upset the group. If the LTTE had achieved Tamil Eelam she would have been in their payroll and sung their music critical of the government.
Then her second blabbering came out at the Lesson Learnt and Reconciliation Commission this week. It was reported that the ‘Jaffna Government Agent, Imelda Sukumar who was the Mullaitivu GA during the war, vehemently denied claims that those who crossed over from LTTE controlled areas to Government controlled areas carrying white flags were fired at by the army during the height of the war.’
Once again Imelda has gone beyond to cover up the failures of government. She is proving to bend too much to cover up the dastardly deeds on the execution of the white flag carrying Tamils. White flag surrenders were massacred in the very knowledge of international engagement to get them surrendered.
Firing the white flag carrying men and women is an issue that is going to be evidenced in any independent international inquiry. There are ample witnesses to this callous act of the military and any amount of effort to cover up the facts in a forum that is being questioned as not independent will only further damage whatever good that may come out of the LLRC effort.
The GA is invited to London if she wants at our own costs to meet the crucial witnesses of war crimes and to provide some serious answers to her callous statements to cover up the dastardly deeds of the government in the war front.
If the white flag issue is independently investigated, there are many involved parties including the United Nations officials, International media persons, states and important individuals who will present compelling evidence confirming such wanton war crime was committed by the government forces presided by the President of Sri Lanka. The GA many not be aware of the evidences that are stacking up on this issue. For her to whitewash the issue publicly is clearly proves her inability to desist the pressures of the government to use her as a tool to undermine any independent investigations.
The Jaffna GA’s contractual duty is to run the government administration of the north. Since the defeat of the LTTE, she is playing a prominent role to extend the mandate of the government. Unfortunately, she do not have the charisma or the ability to run a public body efficiently. The Kachcheri in Chundukuli from where her administration is run is embroiled in corruption to a scale even the Colombo is not interested in dealing with.
It is the mandate of the government minister and the paramilitary leader Douglas Devananda that is administering the GA’s Kachcheri administration. Sources that have dealings with Kachcheri states that contractual payments are not released without taking slice of the funds for the Late Maheswary Valautham Trust Fund of the Douglas Devananda’s paramilitary group. Further, the Kachcheri land registry office is involved in a massive rigging of title deeds of unoccupied properties by the political connections to the government and a TNA Member of Parliament.
Further, major government contracts are awarded to individuals and companies like Euroville Construction Ltd who pass-on commissions to government ministers and paramilitary groups to stay in the business.
What is said here is very little of what can be scraped from the massive maladministration of the GA’s office.
If this is what the trend of Jaffna administration, we can judge the making of little Imelda Marcos of the Philippines in the historical peninsula of Jaffna.
