(July 21, Colombo, Sri Lanka Guardian) The joke these days is to talk about constitutional reforms. It is the Like the Maranthika Upavasaya. If it is meant as a practical joke, there is no harm, but, some people take these things seriously.
To have constitutional reforms, there must be a constitution. Sri Lankans have not had one since 1978. That bundle of papers called the 'Constitution', was a practical joke that JR Jawardene played on Sri Lankans and the outside world. He is still having the last laugh.
In essence a constitution is a document that says, "The Law is King". What the Sri Lankan 'Constitution' says is, "To hell with the law. I, the executive president am king!"
When there is a king other than the law, the supreme law is nothing more than a supreme joke.
Sri Lanka will begin constitutional reforms only when its people say, "We have no other king than the law".
Until that day comes let's call a joke a joke.
