Alleged raging bribery, corruption and mismanagement in Health Ministry

(April 29, Colombo, Sri Lanka Guardian) Alleged massive bribery, corruption and mismanagement in the Health Ministry has compelled the World Bank to terminate the HIV/AIDS prevention project worth US $ 12.6 million, without extension.

The World Bank said the project fund coming under the Ministry of Health has been under utilized with just only 55% of the grant disbursed

Since the initiation of the National HIV/AIDS prevention project (NHAPP) ,it has been beset with multiplying problems : politicisation , “musical chair” appointments , in fighting , limited progress , insufficient effort, less than optimal management which have been the main impediments among many others .Unfortunately, every Institution of the Govt. sector , from top to bottom appear to be characterized by these afflictions.

According to Sources closely associated with the NHAPP who wished not to be identified in fear of reprisals, had said the project in the first place should have come under the National STD/AIDS Control program since the outright grant from the World Bank was secured by this program Director.

However, when the large sums of money started coming in, all including those at the top wanted a finger in the juicy pie precipitating this disaster to the AIDS patients.

It has been alleged, a person claiming to have high connections has brazenly demanded Rs. 500,000.00 to pass a project , and wanted another Rs. 20, million out of another proposal which he has requested to put forward and he will approve. When the NGO had questioned him as to how the accounting side can be explained, he had said, ‘that, we will look after ’
