
Douglas Devananda, Minister of Social Services and Social Welfare, though was to head to the event had to meet with an urgent official commitment which warranted his presence. As such the event was chaired by V. Jegarasasingam, the Ministry Secretary. Professor Tudor Silva of University of Peradeniya delivering a special lecture stated that there were more than 45 million children in the world over and that it was of paramount importance to get involved in the work concerning them, having correctly identified their differences. He also said that the Sri Lanka was a country that had taken huge strides in human development. However, some negative phenomena both natural and man made work against these achievements putting the forward process in the reverse gear, like; Tsunami disaster and protracted civil war paving way for the war players for conscription of children.
